Join us to learn how to implement two requirements of the HCBS settings rule applicable to person-centered planning and the writing of person-centered plans with and for Mainers utilizing waiver services:  
 
  • What is the vision and underlying goals of the federal HCBS settings rule? What does the HCBS settings rule say about how person-centered planning and the writing of person-centered plans must be done to be in full compliance with the rule? What specific actions by Case Managers/Care Coordinators can ensure the spirit and intent of the HCBS settings rule is realized and related requirements for person-centered planning are met?  This webinar offers more information on the HCBS settings rule and specifically addresses what it means to have informed choice of the setting(s) where HCBS is provided, including how to ensure non-disability specific settings are offered in order to facilitate optimal connections with members of the broader community.
 
  • What rights for Mainers utilizing waiver services are made available through the HCBS settings rule? When is a modification of these rights permissible? Which rights can be modified? What do Case Managers/Care Coordinators need to know and do when a Team is considering a modification to a right assured under the HCBS settings rule? This webinar will also review the interface between HCBS rights modifications and the Behavior Regulations (14-197 CMR ch.5) for individuals receiving Section 21/29.
 
Both webinars are required for Community Case Managers (CCMs) and ORC/BI Care Coordinators.
Webinars meet annual Job Specific Competencies training requirements for Case Managers supporting adults with Intellectual/Developmental Disabilities and Autism.

Dr. Lisa A. Mills has been a consultant in the field of disability for 30 years with a primary focus on community services for people with intellectual and developmental disabilities.  She has served as a consultant for several states on HCBS Setting Rule compliance and is currently the Subject Matter Expert with Economic Systems (EconSys) supporting Maine’s Home and Community-Based Services (HCBS) transition to compliance initiative. She has worked in Maine and twenty other states over the past 14 years on Medicaid waiver renewals, Medicaid 1115 demonstration waivers, policy and rate/ reimbursement models, supporting service provider capacity-building and engaging other state systems as critical partners with Medicaid.
